SB576 prohibits video streaming services serving California residents from transmitting commercial advertisement audio louder than the programme content it accompanies. It extends the federal CALM Act — which has applied to broadcast television since 2012 — to streaming platforms for the first time. Enforcement is by the California Energy Commission and the California Attorney General’s Office.
A file can measure -16 LUFS as a whole-file average and still contain segments at -12 LUFS and -24 LUFS. Those segments represent the real listener experience.
